He was raised in Baltimore with his six siblings by his father Robert and his mother Ruth Elma, who were both sharecroppers. In 1962, Elijah and his friends had the goal of integrating a segregated pool located in South Baltimore. He attended Baltimore City College, matriculating in 1969, and then enrolled at Howard University in Washington, D.C. where he was a member of the Phi Beta Kappa Society.

He graduated in 1973 with a Bachelor’s degree in Political Science, then continued his education at the University of Maryland’s School of Law, graduating with a Juris Doctorate in 1976 – he practicing law for 19 years before being elected to the House of Representatives. He was a Chairman of the Legislative Black Caucus of Maryland, was on the Board of Directors of SEED Schools, and on the Board of Advisors of the University of Maryland’s Law School.
Elijah was living in the Madison Park community in Baltimore, where he was a member of the New Psalmist Baptist Church. His first wife was Joyce Matthews who gave birth to Jennifer, while Elijah already had a son and a daughter from his past relationships.
After divorcing Joyce, he married Maya Rockeymoore in 2009. Elijah’s nephew named Christopher Cummings was murdered at the college he attended called Old Dominion University located in Norfolk, Virginia in June 2011.
Elijah suffered health problems in 2017 and had to undergo surgery to fix his aortic valve, after which he developed an infection in June 2017. He died on 17 October 2019 from, as his spokeswoman said, ‘complications concerning longstanding health challenges’. His funeral was held on 25 October 2019 at the New Psalmist Baptist Church in Baltimore, attended by his closest friends and family – some of the attendants were Barack Obama and Bill Clinton.
